Amy Kortlang's Killer, Illegal Alien Rafael Ramirez Perez, Sentenced To 21 Years

In October of 2006 I brought you the story of Amy Kortlang who was killed by illegal alien, Rafael Ramirez Perez, who then fled the scene. Perez had been arrested on four previous drunk driving charges and had just been deported in March 2006. He returned and after clipping multiple cars and causing three injuries drove head on into 22-year-old Amy Kortlang killing her instantly.

Amy's cousin, Shelli Jackson, wrote me a letter expressing her hurt and outrage at the incident.

Rafael Ramirez Perez was sentenced to 21 years in prison being deemed "a danger to others" by the judge (an understatement if there ever was one)

This San Diego Union-Tribune article is really a disgrace and so is the judge in the case who seems to refer to him as just a gentle alcoholic who lost his way.


Perez, who has four prior drunk-driving convictions, had a blood-alcohol level of .13 percent more than four hours after his arrest, El Cajon Superior Court Judge Patricia K. Cookson said.

“One can only hope Amy didn't suffer too much,” the judge said. “This man is an alcoholic and he drives with alcohol in his system.”

Perez had been deported to Mexico in March 2006 after his fourth conviction for drunken driving but re-entered the United States illegally two weeks later to return to his family, who live in Ramona, probation officials said in a report filed with the court.

Calling Perez “a monster,” Kortlang's parents said Perez should spend the rest of his life in prison.

“Anything less than life will not be justice for Amy,” Kortlang's father, Wayne Kortlang told the judge.

I am in total agreement with the father. This piece of trash doesn't learn from past behavior and shows a total lack of respect for others and the laws of this country. The only thing further that I'd add is that Mexico should pay 100% for his incarceration for life.

Rafael Ramirez Perez is a repeat offender who has broken our laws time and time again injuring residents of this country and finally killing a young US citizen. How many innocent citizens need to die before our government stops trying to make these "nice working immigrants" legal and starts cracking down on them? Apparently more than one as even now they are trying to force amnesty bills through Congress.

His family was here? When deporting an illegal alien his family should return with him. Also, advise the illegal alien that he is under a prison sentence and is expected to deport himself, with US confirmation. If he returns to the US the prison sentence is awaiting him. We should bill the home country of the illegal alien for incarceration costs.
