A man was caught crossing illegally at the US-Mexican border with 100 babies tied to his body. A picture of the offender was distributed by US Border Patrol and is seen below.

Just for the record... The photo you're using, if it's indeed "courtesy of Phillip Toledano", is completely unrelated to the statements in your article. This pic is ART (although of questionable value) and has nothing to do with US Border Patrol, illegal immigration or anything else you discuss on this website.
You shouldn't take pictures from a totally different context and use them in your articles just to catch the eye - and mind - of the reader. Besides it tends to destroy any credibility you might have.
